Just a guess: you could try out v3.4 just for updating libraries: 
Download.Processing.org/processing-3.4-windows64.zip
Also consider uncompressing the “processing-3.4-windows64.zip” in your “%HOMEPATH%\Documents” folder or some other place away from the OS’s system folders.
